Vice President of Instruction

EXAMPLES OF DUTIES:

  • Assume the leadership responsibility of identifying, coordinating and facilitating issues between the Instructional areas and other areas on campus and establish policy and operating procedures to ensure the appropriate flow of information among the organizational units.
  • Provide supervision and leadership for instructional area of the college to ensure quality performance, professional development and comprehensive communication utilizing the college's shared governance and collaborative model.
  • Establish committees, councils and task groups which ensure college-wide participation in decision-making processes.
  • Chair and/or participate on numerous committees.
  • Oversee the development of the operating and capital budgets for instruction and maintain responsibility for the monitoring and control of revenue and expenditures.
  • Establish budget building process that involves faculty and administration within unit.
  • Participate with Division Chair, Deans and Directors to interpret monthly budget reports and to authorize instructional expenditures.
  • Oversee the process of the development of new instructional programs and continuous improvement of programs and services offered in conjunction with planning, institutional research, grants and institutional effectiveness measures.
  • Participate in internal and external scan to determine educational needs of community and college; serve as Accreditation Steering Committee member; establish program and instructional improvement goals and measurable targets through college-wide goal-setting activity; organize Instructional units to design and implement activities which facilitate achievement of stated goals; design professional development programs which support improvement activities; and annually summarize and analyze success of goal achievement.
  • Oversee the development and process that assures that highest level of staff effectiveness through recruitment, selection, staff development, and the performance appraisal process while working in cooperation with the human resources.
  • Develop (with Human Resources and employee groups) position descriptions and recruitment/screening criteria for instructional personnel; participate in screening/interviewing of contracted faculty and administrators; chair committee to review and revise faculty appraisal system; plan instructional professional development activities with Human Resources office; review and recommend to president all faculty professional development activities; initiate practice of setting professional development goals as part of annual faculty work plans; assure consistent application of performance appraisal processes at division level.
  • Coordinate and facilitate the articulation of college instructional programs and services with all secondary and post-secondary institutions in the area and promote educational reforms that impact the college's student population, business, industry, and community.
  • Participate on task groups with K-12, post-secondary institutions and Oregon Department of Education to understand implications of Oregon Education Reform Act and statewide curricula; become familiar with educational needs of business, industry and community; create internal mechanism to establish contacts and relationships with partnering institutions, business and industry; establish collaborative task groups to develop articulation agreements with above institutions.
  • Exercise authority over the final master schedule of classes that includes faculty and instructional assignments.
  • Review and monitor annual and quarterly schedule proofs; assure faculty work plans comply with contract through annual review; and conduct annual review for revision of times and place of course offerings.
  • Oversee the development of Distance Education courses and services through the development of a distance education plan and evaluation of offerings.
  • In cooperation with the leadership of Instructional units, ensure the appropriate participation in the annual review and development of the college's mission, values, goals, objectives and budget in measurable terms.
  • Oversee the development of data gathering and reports, and long-range fiscal planning as required for the management of the Instructional Division.
  • Ensure that instruction, student development, and administrative functions are seamless, complementary service areas; this will include the development and maintenance of governance and communication systems that unite, rather than divide, these important services.
  • Provide leadership in the development of effective and innovative strategies, methodologies, and practice that promote diversity in the delivery of an instructional program that ensures an accessible educational environment and that monitors and enhances student progress.
  • Ensure compliance with all externally imposed rules, regulations, laws, and reports relating to instructional unit, and where appropriate, student development.
  • Maintain an awareness of all college policies and procedures ensuring compliance and high standards of ethical practice are followed.
  • Work with the Human Resources office in resolution of grievances or other personnel matters.

  • Participate in and help to facilitate the process of implementing and continuing a marketing plan for the college that promotes our instructional programs and services, including student recruitment and retention, and that maintains current and accurate information published in the college catalog and schedule of classes.
  • Attend Board of Education meetings and participate in college-wide decision-making as a principal advisor to the president and represent the president in various local, state, and regional forums.
  • Perform special assignments and duties within the scope and responsibility of the position as assigned by the president.

  • QUALIFICATIONS:

  • Master's Degree in education, business or public administration, or a related field. A doctorate is preferred.
  • Training in institutional and curriculum design, instructional delivery and the elements of effective teaching and learning is required.
  • Experience with the successful development, implementation and evaluation of career and technical programs are required.
  • Requires a minimum of 5 years of education administration and leadership plus teaching or related instructional experience, preferably at a community college.
  • Knowledge of instructional design, delivery and the elements of effective teaching and learning.
  • Will have a solid record of leadership and administrative accomplishment and will provide evidence of a collegial and collaborative working style.
  • Mature judgment ability from prior exposure to management issues and decisions is essential.
  • Position requires computer skills using various software applications and working with multimedia systems.
  • Must understand and be able to promote the use of technology in the teaching and learning environment.
  • Must be capable of solving complex problems and possess the ability to build consensus.
  • An understanding and ability to promote the importance of partnerships with business, industry, labor, and education is necessary. Requires well-developed community and public relations skills.
  • Must have knowledge of educational reform, continuous improvement, institutional effectiveness and research processes.
  • Requires an understanding of community college instructional issues and other college-wide issues and problems, including the role of a comprehensive community college.
  • Position must have understanding of education reform, K-12 and higher education system.
  • Must have knowledge of teaching/learning processes and assessment of learning. Requires curriculum development, design and scheduling skills.
  • Requires an understanding of contracts, work plans, workloads and associated calculations.
  • Must have accounting and budget management skills.
  • Requires ability to develop professional development programs and appraisal systems.
  • Must have knowledge of personnel practices, employee evaluation/appraisal systems and discipline.
  • Position requires the ability to work closely in an environment of shared and collaborative decision-making and have skills to support teamwork.
  • Must have planning, organization, problem-solving and decision-making skills.
  • Requires ability to manage change.
  • Goal setting and assessment/evaluation skills are necessary.

  • SALARY: $69,083 - $102,243 per year, Full-Time, 2010-11 Administrative Salary Schedule, Level V.

    FRINGE BENEFITS: Family health, dental, vision insurance, employee term life, and disability insurance provided at a minimal employee contribution. Participation in PERS after 6 months, with a 6% employee contribution.
