Budget Coordinator

Responsible to: Vice President for Administrative Services (VPAS)
General Description:
This is a confidential position reporting directly to the VPAS. Duties include monitoring and billing grants and contracts, performing internal audits of accounting procedures and cash handling, working with the VPAS, the campus Budget Committee on annual budgets, and serves as the budget resource for the campus.
EXAMPLES OF DUTIES:
Monitors revenue receipts for grants and contracts.
Performs internal audits as requested.
Works with the VPAS, the campus Budget Committee to prepare the annual budget.
Is the department resource for persons with budget related issues.
Prepares the monthly budget report to the Board.
Prepares the annual budget document.
Prepares budget reports for State and Federal agencies as required
Insures that UCC is in compliance with State Budget procedures.
Trains budget preparers on the budget process.
Periodically monitors budget for over expenditures and compliance.
Provides analysis of available funds, bonding capacity and budget trends.
Works with Facilities to track capital budget expenditures and revenue.
Bills grants and contracts
Monitors grants and contracts billings for consistency with college records
Makes sure grants and contracts bills are recorded in Accounts Receivable
Reports discrepancies to the grant or contract administrator.
Performs internal and random audits on cash handling procedures.
Serves as a member of the VPAS leadership team.
Makes presentations to the Board, public and legislature as required.
PERFORMS OTHER ADMINISTRATIVE DUTIES AS ASSIGNED BY THE VPAS.
QUALIFICATIONS:
Bachelors Degree in Accounting or related subject
Must have 3-5 years experience in budgeting, auditing and/or public accounting.
Must have good verbal and written skills; ability to use good judgment; ability to maintain confidentiality; good analytical skills, training skills and team-building skills.
Must have the ability to work with and support a diverse group of people.
Must be flexible to working extra hours in peak budgeting periods and at fiscal year end.
SALARY: $40,000 - $56,000 per year DOE, Full-Time, 2010-11 Administrative/Conf. Exempt Salary Schedule, Level B.
FRINGE BENEFITS: Family health, dental, vision insurance, employee term life, and disability insurance provided at a minimal employee contribution. Participation in PERS after 6 months, with a 6% employee contribution.
