Policy & Procedures for Students Receiving Veterans Education Benefits

Photo of three military medalsThe Veterans Service Office was established to provide service to veterans and their eligible dependants in applying for and receiving Veterans Administration educational benefits, VA work study, veterans counseling, and other supportive services. You are encouraged to contact the Veterans Coordinator in the Financial Aid Office for assistance.

Office Hours
The Financial Aid/Veterans Office is located in the Campus Center Building. Regular public service hours are: Mon & Wed-Fri: 8 a.m. to 5:00 p.m., and Tues: 8 a.m. to 6 p.m., throughout the academic year, except for official college holidays. Summer hours are: Mon, Wed & Thurs: 7:30 a.m. to 5:30 p.m. and Tues: 7:30 a.m. to 6 p.m. Please check the academic calendar for campus closure dates and extended hours during first week of each term.

Establish Eligibility
You can establish eligibility with the VA for full-time benefits by taking 12 or more credits, three-quarter time benefits with 9 to 11 credits and half-time benefits with 6 to 8 credits. Tuition only benefits are available to students taking less than half-time.

If you are attending GED or high school equivalency courses you must attend class 18 hours or more per week to be considered full-time. Veterans and other military personnel need to check the procedure for acceptance of military credits.

All applicants must complete the Veteran's General Information form. Use this link download the form in *PDF format. Please return the completed form to the Veteran's Office.

Assistance is available through the Veterans Office to fill out the necessary paperwork to establish eligibility for educational benefits. Documents must be provided which verify prior education and military service, or benefits will be delayed. Eligibility for benefits and monthly payments is done through the VA Educational Office.

Your Responsibilities
After certification by the college and the VA you must:

  1. Check in, at least once per term, with the Veterans Office.
  2. Enroll only in courses that are part of the certified program. By taking classes outside of the certified program, students are liable for overpayments from the VA.
  3. As a student receiving VA Educational Benefits, you MUST complete at least the minimum hours for which you are certified. Overpayments will occur if you are enrolled in but do not complete the credits for which you were certified.
  4. Turn in an attendance verification form once per term on the specified date. The form is available in the Veteran's Office.
  5. Maintain satisfactory progress
  6. NOTIFY the Veterans Office ON the DATE any class is ADDED or DROPPED from your schedule. You may either leave a note for the Veteran's Coordinator or provide a copy of your class schedule.
  7. Inform the Veterans Office immediately of changes of address, or dependents, as it takes up to six weeks to process the changes.
  8. If you have changed your major or have prior credits from another college that need to be evaluated, please have this information evaluated by the registrar as soon as possible and submit a copy to the Veterans Office. To avoid delay in payment or possible repayments, DO NOT postpone getting this information.
  9. Turn in a schedule of classes for the upcoming term. Failure to provide this information to the U.C.C. Veterans Office, will result in a DELAY IN PAYMENT of your benefits.
  10. IF THIS IS YOUR FIRST TERM OF ATTENDANCE or you do not have an educational plan on file, please make an appointment with a counselor as soon as possible so this can be done.

Work Study Program
VA work study is available to anyone receiving VA educational benefits and who is taking 9 or more credits per term. This is NOT related to the college Work Study Program. You DO NOT have to be eligible for Financial Aid to qualify. The pay is $7.05 per hour, tax free.

If you are receiving veteran's benefits and enrolled at least three/quarter time (9 to 11 credits or more) you may be eligible to apply for work study at the Roseburg VA Medical Center or with the Oregon State Employment Division.

Application can be made for advance pay if there is more than a 30-day break between terms. Advance pay requests must be received by the Veterans Office at least 30 days prior to the beginning of the term for which advance pay is requested. Advance pay checks are sent directly to the Business Office at UCC and cannot be released until the first day of the term. Proof of registration payment must be submitted prior to the release of the check.

Satisfactory Progress
In accordance with a Veterans Administration directive, if you receive veterans educational benefits, you must comply with the following regulations.

  1. A student is considered in good standing when he/she maintains an average of "C" on both term and accumulative grade records, and successfully completes at least one-half of all credit hours attempted during any three term sequence of enrollment.
  2. Students who withdraw from all courses when they are enrolled and certified for six (6) credit hours or more, except when there are extenuating circumstances, are notified that they are not making satisfactory progress. Extenuating circumstances are defined as those circumstances over which the student has no control.
  3. Any reduction of class load which will affect the students status will be considered in evaluating the rate of satisfactory progress. In determining satisfactory progress for veteran students and other eligible persons, withdrawals and incompletes are counted as attempted courses as per the student's certification.
  4. A maximum of 45 hours of deficiency courses will be allowed for any veteran student.
  5. Veterans whose GPA falls below 2.0, or who do not after two terms satisfactorily complete at least one-half of all their hours, will be advised that they are on probation
  6. Students who do not maintain the GPA for two consecutive terms, or who after three terms do not complete at last one-half of their courses, will receive a notice of Unsatisfactory Progress. The appropriate VA Regional Office will also be informed. Once students are placed on Unsatisfactory Progress they must enroll for, and complete, one term before the veterans office will submit their records to the VA for re certification. During the term, students must maintain the same credit-hour level as they did when they were certified and must also earn a minimum 2.0 GPA for the term

Attendance Verification
Attendance Verification is required for all students receiving Veteran Educational Benefits. The form is available at the Veteran's Office.

  1. Complete ALL information on the form BEFORE submitting to EACH instructor for signature and comments.
  2. Once you receive ALL signatures, submit your Attendance Verification form to the Veteran's Office.
  3. Failure to verify attendance for ALL classes may result in mandatory repayment of funds and/or suspension of eligibility for future VA benefits.
